bugfix 2.1.1 (patch) avaible in codebase  / fixpacks 

Since geoiptools.com wich was used by whoesonline are closed down.
We need another geoip to replace it this is what this patch do.

Since the patch is a minor correction there will be no change on current version 2.1 or 2.1 upgrade package.
It must be download as a separate patch.

But will be include in next full and upgrade version

RunCms 2.1 fullpack and upgrade pack are avaible to download in codebase

This is a small update and at same time a change of version number layout
